Weird. Some people have had success using the Media Creation tool to upgrade, but when I tried it, it didn’t work on my 13r3. Activating “Airport mode” after seeing the “Preparing update” message while retrying the original Windows Update method worked perfectly for me, though. I wonder why different methods are working/failing for models that report the exact same setup error.
